HR Business Partner supports the operational delivery of Human Resources services in Singapore. The role focuses on HR administration, employment contracts, recruitment support, and payroll input, ensuring compliance with Singapore employment legislation and smooth execution of day‑to‑day HR processes. The position acts as a key operational support for employees and line managers.
Key Responsibilities
HR Administration & Employee Lifecycle
Prepare, issue, and administer employment contracts, contract addendums, confirmation letters, and other HR documentation in accordance with the Singapore Employment Act
Manage end‑to‑end employee lifecycle administration, including onboarding, transfers, promotions, and offboarding
Coordinate employee onboarding activities (contracts, documentation, system access, employee records)
Maintain accurate and up‑to‑date employee records in HR systems in compliance with the Personal Data Protection Act (PDPA)
Support administration of leave entitlements, including annual leave, sick leave, childcare leave, maternity/paternity leave, and other statutory leave types
Handle HR letters such as confirmation of employment, contract renewals, and resignation acknowledgements
Recruitment Support
Support the recruitment process from role requisition to successful onboarding
Coordinate job postings on internal systems and external job boards
Schedule interviews and assessments with candidates, hiring managers, and recruitment partners
Prepare offer letters and employment contracts for new hires
Act as the main contact for candidates during the recruitment and pre‑boarding process
Payroll Input & Compensation Administration
Prepare monthly payroll input, including new hires, resignations, salary changes, allowances, bonuses, and unpaid leave
Ensure timely and accurate payroll data submission to external payroll vendors or internal payroll teams
Support CPF contributions, tax clearance processes, and statutory reporting where required
Respond to employee queries related to payslips, payroll deductions, and benefits administration
Support audits and payroll reconciliation activities
Employee & Manager Support
Serve as the first point of contact for employees and managers for operational HR and administrative queries
Support managers with HR processes such as probation completion, contract variations, and basic employee relations matters
Escalate complex employee relations or compliance matters to senior HR colleagues when appropriate
HR Processes & Projects
Support HR initiatives and projects such as system upgrades, policy updates, engagement activities, or compliance reviews
Contribute to continuous improvement of HR processes to increase efficiency and employee experience
Assist with preparation of basic HR reports (headcount, turnover, leave statistics)
Job requirements
Qualifications & Experience
Bachelor’s degree or Diploma in Human Resources, Business Administration, or a related field
5 years of experience
Understanding of Singapore employment legislation and HR best practices
Experience working with HRIS and payroll systems is an advantage
Proficient in Microsoft Office, especially Excel
